Lloyd's: Pre-emption requests “not a good barometer” of market growth in 2023

Pre-emption requests for the 2023 year of account – which have seen a swathe of syndicates seek permission to grow revenue by 15 percent or more next year – should not be seen as a read-across for the market’s growth trajectory, Patrick Tiernan has warned.
